Francis Home Popham, commonly known as Sam, is a British Naval Officer who later became a tea-planter in Ceylon. He founded the arboretum in 1963 by transforming 7.5 acres of Dambulla land into a haven that conserves the 'dry zone' ecosystem and displays diverse plant life, amplifying his commitment to nature and conservation in Sri Lanka.
